brake shudder at 5mph 850

I started to have this shudder when brakes are applied when speed reach at lower rate around 5mph or less, once at full stop, I won't feel the shudder. If I'm right its coming from the rear left. I took the rear wheel off to see if I can see something wrong but seems everything's all right. Is this something to worry about? Thanks for all your insights.
