Front end vibration 94 855 850

Hi,

Just latley I have noticed on my 94 855 that there is a front end shudder that becomes apparent under braking @ about 10km per hour , but sometimes it dosent appear at all.It will come and go.When I had it registed both front brake rotors were replaced.The shudder consists of front end vibration and vibration through the steering wheel,sometimes brakes perfectly and other times terribly.
There is also no vibration at high speed in normal hiway operation.
Any suggestions?
