Windshield Fluid Reservoir Replacement

I was filling up the washer fluid reservoir the other day and most of it immediately came out onto the ground. I am guessing that the reservoir is cracked or the filler tube/neck has come loose.

I cannot see how to get to the tank and inspect it. Is the approach to it above or below. Any advise would be most welcomed.
