Rear window washer question: relay 850 1991

My washer pump, new and working, does not function when the button is pushed. Voltage measured is less than one volt, but there is action on the meter. Does this indicate the relay is bad? I had the relay out and checked the board but see nothing indicating bad solder joints or circuit board breakage. The rear wiper also works.

Ideas? Should I buy a new relay?
