How do you check the A/C relay by the top of the radiator? 850

My A/C system is charged, throws cold air, but the pump at idle cycles on and off every ten or fifteen seconds. Volvo Houston said this was not normal and to check and make sure the cooling fan is coming on a few seconds after you turn on the A/C. I did and the fan does not come on. According to Houston it is either the relay at the top of the radiator or a switch on the side of the pump.

The A/C relay has a number of wires coming from it. Is there any way of disconnecting whatever wires, and either testing or by-passing them to see if it is the relay? The relay is not a cheap item in my book, and once I buy one and try it and discover the fan still doesn't work, I can't return it. Dick
