upper cylinder head 850 1996

how do you install the upper head/valve cover to the lower head? torque specs? i am almost done rebuilding the engine, i used a hold down tool to compress it but there is a small gap between the 2 sections, i dun wanna tighten it too much because the bolts are so small i am afraid they might snap.
