Restarting the car should reposition the wiper for the headlight.

Turn OFF the headlights so the little wipers don't work everytime you wash the windshield.

Either the fluid is frozen from the cold nights you have been having or the pump motor is not working. Or both. Drive by a gas station and clean the windshield, and park the car facing the sun. Then at lunch tomorrow, start it up and try the washer. But, turn off the headlights!
