Most of us just disconnect the motor for the headlight wiper, the motor is very hard to replace. Be sure to ask the mechanic what he is going to charge to replace the little bugger.
Have a friend help you. Turn the car on with the headlights on and have him/her hit the washer. Then try pulling on the little wiper blade to get it started while the other one is running. It may just be frozen past the point of no return and need a little nudge.
The headlight washers are not supposed to work if the headlights are turned off.
