A/C blower not working properly V70-XC70 2002

Can someone tell me where the motor speed controller for the heater/AC blower is located?
My V70 (2002) with automatic dual climate control just stopped functioning proberly, the blower motor will only run very slow. It doesn't matter if I have it in manual mode or full auto mode, the blower motor runs slow. The A/C compressor does kick in and the pipes get cold.
I've looked at the fuses in the left side of the dash, they are all good.
Is the blower motor control done from the heater control panel in the lower center of the dash or from some other location.
