I've also got a '94 850 turbo & found the tutorial on this link to be most helpful in thinking about boost issues:

I'm surprised that you can hear the wastegate since it's internal--is it possible that you have a hose leaking--the one at the top of the intercooler above the fan on mine was spongy and actually breathing out on the underside. Weird though that your ecu is claiming overboost--very strange.
