fuel gauge 850 1997

Fuel gauge reads correctly when tank is full but only drops to half full and stops there even as you run gas down. I am assuming its the sending unit. Odd thing is that this started one day with gauge reading almost empty (correctly), then jumped to half when restarted car. What is problem?
