You can complain, and I'd strongly recommend that you try, not just with your service manager but with the zone rep as well. Chips...well, that's debatable, but BUBBLED implies that the undercoat has failed. They really SHOULD give you a respray, gratis.
They DO use crappy paint these days. Or rather they use an "environmentally sensitive" water based paint that is quite brittle, and prone to rock chips. My '98 V70 looks like the front end has been used for shotgun practice. None of our other cars, including an '88 Merc with 180k on it nor an '01 Odyssey built in Canada exhibit this phenomena. It's just the Volvo. The BMW board is also full of complaints.
