Probably neither. The Avid Touring, Avid T4, Avid H4, and Avid V4 are all distinct models. The H4 and V4 at least were superceded by the H4S and V4S respectively. I think it comes down to how much you want to pay versus what kind of handling you want.
I went for the Kumho 716s. I've put about 2,300 miles on them so far. No complaints so far. They seem more stable at speed than the Dunlop D60A2s they replaced, they're quieter, and they only cost $72/ea installed (out the door for a little under $300).
If I had more money to spend, I probably would have gone with the Avid H4S.
