Sounds like your brake vacuum pump is running after shutdown. The pump and relay are located in the front drivers wheel well, between the wheel and bumper. Probably a corroded relay. There is a recall on 2000 model year S/V 40 to replace/relocate the pump, which includes the relay. Call your dealer and ask about recall 129. You do not have to wait for the letter from Volvo. They can check if the recall applys on the Volvo data base by entering your VIN. Recalls are forever, and if your car qualifys, it's free to you.
