Well, start with checking all of those fuses to start. Those relays are located next to the fuses in the underhood compartment. You would have to shoot the 4 screws that hold the entire cover down out of the way and then you can access it. They are overload relays and I doubt they are the problem but they are part of that circuit. They hot up, among other things, the ECC ECU (via fuse 31) and fuses 12 and 13. The actual compressor relay is located on the front of the climate control box behind the glove box. Usually relays aren't the culprit in what you describe. It sounds as if your compressor shorted to ground and popped a fuse. The question is while it was shorted to ground did it draw enough current to smoke your ECU. From the schematic it looks like it would be tough to do, but you never know.
