What made you suspect the ECU? Based on your uploaded photo provided by Art, follow the circuit tracing from that component to its ECU pinout. There could be further clue as to what it connects to which could affect engine operation.

I've dismantled Bosch ECUs but never a Regina. Based on that limited experience had never seen such brown spot around SMD.
