A couple more checks before you pull the works from the tank.
1) Make sure you're getting reasonable battery voltage all the way to the pump (check the connector back there). With a jumper in place of the fuel pump relay, you should be seeing close to 11V.
2) Check the pressure regulator. With the pump running and your pressure gauge attached, momentarily squeeze the return line out of the back of the regulator. If it is the pump not making pressure, you won't see any reaction on the gauge, but if the regulator is bypassing, you'll see the gauge spike to 70 psi or so.
