Brake problems on '89 240 200 1989

"I took of the rotor, brakes, etc. but noticed nothing out of the ordinary. "
Did you check to see if the caliper pistons are moving freely?

There have been cases where a parking brake pad comes off the shoe and jams up the wheel. So were the pads attached properly to their shoes and not rusting/falling off?
