high idle after tb clean up 200

1979 245 dl with b21f

After i've cleaned the TB and intake manifold now the car starts fine when cold and idles very smooth but after a bit of warm up the car's idle shoots up to 2k or so and stays there even if i close the air thumb screw thingy on the tb the idle stays un-changed.
where to look next?
to recap it idles fine when stone cold but idles too high when warmed up.

theres an air control valve screwed to the valve cover , it functions as the choke, has 2 heater hoses going to it and connector , if thats defective it isn't closing when warmed up or opening i forget , well if its closed that would be a richer mix for cold start so it's staying closed? but you should check that the hoses don't leak too, that can always cause problems
