Ran into very similar symptoms on an 89 244 after installing a center arm rest. As it turns out, the tail light harness got pinched up in the emergency brake handle assembly. Pull the center E-Brake console and look for a pinched harness in the mechanism.

Yeah I was just thinking of this:
if the center console lights, including the interior light in the parking brake console, are on that same fuse, you'd certainly blow the fuse if those wires got crunched.

Pulling the seats I suppose it's possible to accidentally crunch some wires along the bottom edges of the e-brake cover. Especially if the back or top is broken, and the white plastic light holder has fallen down inside and gone missing. They always seem to be like this...

Pull out the rear ashtray and its backing, and see if anything can be seen in there as far as wiring going out the bottom or getting into the parking brake handle.

Failing to find anything at all wrong with the interior lights, I would then look at both taillight harnesses in the trunk- unplugging stuff from the taillights would be one step to eliminate possible problems.

        Aye Roll:

I ran into this problem after installing a center arm rest, which involves pulling on/removing the seat belt mounting points. I believe this action caused the tail light harness (which includes the seat belt switch wiring), to move edgewise and got it caught up in the E-brake spring/lever assembly.

The sad part was that my wife took it to the dealer first, got a bill for two tail light assemblies, five fuses, and three hours of labor, and from there, all I got was we have no idea what is wrong!

When I found the problem half an hour after digging into the car, I cursed the dealer and never went back. This was the true turning point of Volvo Bliss!

ok now fuse 15 is blowng as well. 15 and 16. do you know where the wires run? i know they go to the back. i installed some new seats yesterday and i think i might have bumped the wire somewhere so im wondering if the wires for those 2 fuses are under the driver seat? or is it both seats? thanks

You might want to pull the seats out again and see where you might have pinched a wire. Chasing down a short can be a difficult job. If you know where to look (under the seat) you could be way ahead of the game.

These small lights are powered from the fuse, then through the Bulb Failure Warning Relay (BFWR). Located at far left end of dash, the lowest part, above the driver's lap. Tucked in above the lower lip of the dash. Red-orange can, about 2.5 inches diameter and length. From the BFWR, power runs out to the lights themselves.

You definitely need a wiring diagram.
There's one in Haynes but it's not ideal. Mislabeled as "Turn Signal and Hazard Lights"! The "Typical 1984 and later" tag on the diagram is not very encouraging. But from working on my headlights from a similarly "precise" diagram in Haynes, I'd say it probably would be helpful and essentially correct if not totally accurate.

Maybe the Bentley book has a good diagram. I've also heard of a "green book" that has them.

Get a look at Haynes if you can't get anything else.

Power goes out of the 2 fuses into the bulb failure warning relay (BFWR). Then out to the rear taillights. That's the typical wiring for the BFWR: from switch or control relay into the BFWR (sometimes via a fuse or two), then two wires going out from BFWR to the lights themselves.

The Haynes shows power to front parking lights going out direct from the fuses; however I kind of expect that by 1990 they had the front small lights running through the BFWR also. Power to the license plate lights goes straight to the bulbs, not through the BFWR.

There's a current thread re. "How come my headlights don't turn off automagically" where lucid explains some of the wiring to the small lights. Have a look:

OK so i pulled out the drivers seat and didnt find any wires under there. could it possibly be under the passenger side seat? i dont know. i took of the fuse panel and frame around it and looked on the wire colors. i found the red can that has a bunch of wires going to it. one of the wires (yellow and bluw) has been cut. although that goes to fuse number 12 i dont know why is it cut. but anyways the fuse 15 and 16 are both white wires going into the red can. im just wondering where those 2 wires run to from the red can. under drivers or passenger seat? thanks. ps. the knee bolster on under the steering wheel says WHEN REINSTALLING KNEE BOLSTER MAKE SURE TO TIGHTEN TO 5.8 lbs. ok i have no idea how to torque it back to 5.8. something to do with SRS. im kinda worried that i took off the knee bolster should everything be ok if i just retighten everything?

The cute someone who cut your blu/yel wire just disabled the bulb failure warning- it really goes to the dash cluster not fuse number 12. The wires to the tail light you're looking for are red and brown/white. Just use a 1/4" drive ratchet to crank on those torx head screws - they don't want it to fall off when you're driving and lodge between your feet and the brake pedal.

The front seats are mounted on a separate metal support that is up from the floorboard. The bundle of wires running from the dash to the rear goes under that support along the driver' side.

Pull the driver's seat and the door sill. Peel the carpet away from the side and up to the firewall along the outside. You should see a galvanized piece that's under where the driver's left foot rests. The bundled wires are behind that. It's held in place by one screw. near the top.

The wires going into the bundle at the dash end come from two or three connectors. See if unplugging one connector at a time helps.
