re: "...the first caliper i tried to bleed has at least 2 bleeders (inner and outer near top of caliper)...."
First, look carefully: "at least 2" isn't the answer -- you've either got one or three (there is no caliper with just two bleeders)! If the former, you've got the right caliper; if the latter, you've got the wrong one.
As Bruce has explained, if you've got a pre-ABS caliper, you've been cheated -- the car is only using 50% of its front braking capability.
And this may not be as simple as an "as is" sale -- rather than merely a broken part that was not disclosed to you, this is deliberate cover up of a defeated safety system -- i.e., that actually defeats the ABS system! There could have been considerable liability on the previous owner if you were in an accident as a result of your brakes and/or ABS failing.
Further, I'd submit that you may have recourse to sue the previous owner in court (and a good chance to win in small claims court if you prepare properly) for selling you a car with a deliberately incorrect part of your brake system. Safety is something that courts take seriously -- there is clear evidence of such action when a wrong part is installed and it has to be modified (half the caliper's circcuits blocked off) to make it appear to work. The P.O. should be made to reimburse all your expenses to restore the car to the way it should be!
I'd consult a lawyer -- there may be civil (tort) remedy in your state.
