A-arm mount question 120-130

I just spent a good hour digging the dirt & debris out of the rear A-arm mounts shown in the photo. I searched in vain for a drain hole so I have to assume stuff, including water, just collects in this little pocket over time. There was some rust evident but nothing that would affect the structural integrity of the mount. My temptation is to slop some POR-15 in there and move on.
Any comments or suggestions for a better plan?

Is there not a little space between the flat that reinforces the end of the
tube and the lip of the frame? If so, it will drain until stopped up with
dirt.....

I'd be more tempted to fill it in with some seam sealer or some silicon based sealer. POR 15 will still allow the water to collect. Fill the hole and no water will collect...
