Can I put low beams in the high beam side for 4 headlights? Since I never use High beams and would be nice to have 4 headlighs.

You will constantly be flashed and/or blinded by oncoming cars that think you have your highs on because they see 4 headlights burning. My daughter has a 944 with the fog lights integrated inboard of the headlights. She was flashed so many times she just runs without them.

Sure you can. It may not technically be legal with your DOT, and you might get the occasional flash from other drivers, but sure, you can do this.

You'll need an extra pair of the 3-wire sockets from the low beams of a junk car- doesn't need to be a Volvo, just anything that takes the same bulbs. The lamps themselves will install the same way as the high beam only lamps.

Then you'll need to splice in the new sockets so that you have both low and high beam power wires available at the inboard locations.

If you're thinking about upgrading the power wiring to use lighting relay, this could be a good time for that too. I don't think you'd damage any of the relays with the extra current, but they ARE over 25 years old, so it could be a good idea.

I've always wanted to do this with a quad-headlight car...
