Turbo head install 1st or exhaust/turbo in first? 200 1984

I'm about to put the head back on (removed to have machine shop replace exhaust manifold studs). I could not get the exh/turbo assy. out past the fender with the head on, only after I removed the head. One hangup was the exhaust studs.
So, do I put the studs in the head (how tight?) drop the manifold assy into the area next to the block, then put on the head? Or should I put the head on, lower the exh manifold into place and put the studs on then?

Also got lots of little pieces with the head gasket kit, many of which I do not recognize. any list some where what comes with these kits (Elring from FCP Groton). Looks like some injector O rings (aren't those for electronic injectors?) Do mechanical injectors have O rings? Are there distributor O rings?

Have replaced the O2 sensor and the heater hose behind the block, any other items which are impossible to reach once it is all together?

All hints welcome.
