See if you can find a local self-service junkyard. Some areas don't allow them and in some cases the insurance companies oppose them. But if you find one it can really save you time and money.
Also you can use www.car-part.com. Yes, with a hyphen like I wrote it. If they don't list the steering wheel I'd just use car-part to find yards near you. Then call them and ask if they have a wheel.
Headlight lenses will pop/pry off from the front. Glue the replacements on with silicone RTV. Replacing the whole headlight is a much bigger PITA because of the design with rusted nuts/screws, they have recessed heads that you can't really get at till the headlight is off. So I recommend just replacing the lens(es). I had to remove mine to do my headlight project, removal is very time consuming.

They're not original Volvo but should be about 50 times better than the typical old fogged lenses.
DON'T touch the mirror polished reflector inside. Not even with Kleenex or anything. I'm told it flakes off if you do anything at all.
