Rear windshield wipers won't turn off 200 1986

The switch on the stalk for the intermitant/off/high settings on the rear windshield wiper has been touchy for a while. It was hard to get it in the off position. Saturday I was driving back and the wiper was on full speed. I tried to turn it off and couldn't. I figured the switch had died. I later disconneted the wires to the switch and removed it and it kept running. Removing the fuse would kill it, but the radio also. I finally disconnected the wiring by the rear hatch. I am stumped. All ideas appreciated. Thanks in advance.

Pat

Left side near driver's left knee. Remove fiber panel under steering wheel column. Post back.
