"I put my finger on the relay and when I turn the key to the II position I can feel it click, but the car does not start when I turn it over. Could it still be the relay?"
Maybe yes, maybe no. There are actually 2 relays in that case: System and Fuel.
Turning the key on should "pick" the System relay. That's the click you feel.
But the Fuel relay doesn't pick until the ECU grounds its coil. And that only happens when the ECU gets timing pulses from the Ignition CU, during cranking.
So feel the relay for that 2nd click when you crank it over. If it fails to click when cranking (and you've verified spark at the plugs), it's probably the relay itself. I say that because your LH2.2 ECU is not known for failing to pick the relay, like some LH2.4 ECUs are. Nor are the ICU-to-ECU pulses known to fail with your systems.
It's also possible (but somewhat rare) that the System relay, even though it picks, may not be passing voltage to the Fuel relay coil, ECU, AMM, etc. I've had it happen with 240s with that same relay (but lots easier to get at).
If you have a 12V test light, you could "back-probe AMM terminal 5 by peeling back the boot to see the wire colors. The tail of the blue/yellow wire terminal should show battery voltage from the System relay when energized at Key On.
