car won't start 200 1986

replaced both fuel pumps and don't seem to be getting power to the in-tank pump. i put a jumper wire on the fuel pump relay and heard the pumps working. i'm wondering if the relay is bad will it keep the car from starting? also, if when i jumped the relay and got the pumps working, if the actual relay is not connected will that keep the car from starting? thanx for any insight.

    The ECU turns the relay on after receiving a signal the engines is turning. It turns on the injection "system". Pumps and other computer controls.

    There are tons of posts under "no starts" to look for. Lucid and Art Beinstein are good and detailed.
