1991, 740 non-turbo, AT, B230F

When I insert the ign key and either turn it to key on/engine off, or with the engine running, the speedo needle jumps to 40 mph. It does drops to zero and acts normally sometimes; however, not when the state inspector is observing it.

Any ideas?

You can search on Yazaki speedo, these are a known issue on 91-2 cars. Some are repairable, some not. Most speedo shops know about these and will not try any more, there's one place near LA that will guarantee a repair, it runs $250-300.
It's not simple to find a replacement; many are already gone. There's info in the FAQ about a swap to different years. Fuel gauge was a problem but I think it was solved.
