I havent gona through all of your post's, i did glance at them though.
I have a Regina 91, so i am getting quite aquainted with this ignition system.
To answer your question above, it the Timing is set properly the spark will happen correctly by itself, the only item that can offset the spark is the Distributer but that will only cause rough or odd running conditions as you can only retard it so much.
Lets just start over with your symtoms / Results so we can get it into one post and your reponses can be put together making it easier on you and everyone else!
Have you checked for fuel at the rail?
IF you have fuel at the rail, have you tried a different Fuel Pressure Regulator.
A previous post stated you manually set the timing, please confirm this.
Has the distributer been adjusted in any way ( 2 bolts hold the distributer into the head ) when i adjusted mine it screwed all sorts of stuff up on my Regina Ignition.
How do your vacuum hoses hoses look?
Have you checked all your fuses?

i have fuel at rail, changed fpr for new one, hoses good, checked all fuses, and relays many times.new radio relay, crank sensor, cleaned, and checked adjustment of tps,12v at coil, injectors, spark at plug, fuel on plugs, checked all timing marks, retighten timing belt.started car at work, run real rough, like it was flooding, cut off has not ran since then.i thought car had jumped timing,i pulled dist.thought i was 180 out.thats when i realized it cant be,and that i should have marked dist.when i crank car,i move dist, like you would one with points.so im sure that is diffrent than my no start promblem.car does same thing it did when it broke down.

An easy test for a fuel problem is to spray some starter fluid or carb cleaner into one of the vacuum ports on the throttle body. If the engine fires for a few seconds, then dies, you have a fuel delivery problem.
You say you have 12V at the injectors. Have you checked for ground at the injectors?
The injectors have a constant 12V positive through the RSR. They fire on an ECU provided timed ground. To test for ground from the ECU, reverse the test - using a test light, tap a known good 12V source (battery works) with the positive lead, tap the ground side of an injector plug with the negative lead, and have someone crank the engine. The test light should flicker. If no light, then suspect the ECU, especially if you have the pink label 561.
I may have mentioned this before, but several years ago, my daughter's 89 740 - Bosch - had all of the same symptoms - good spark, fuel at the rail, wet plugs, no fire. It turned out to be both fuel pumps. The in-tank had failed, and the main went south doing double duty. You only have one pump - in the tank - but if everything else checks out, the only thing left is the pump.

i have sprayed starting fluid(i have always hated doing that)no change.the first thing i done when car broke down, was listen for pump, when i turn on ignition fuel pump relay clicks, does not get hot when cranking.have not checked ground to injectors.doing that right now. thanks

With everything you have check. Offer a couple guesses. Sheared camshaft pin?
Crank pulley separated? Have you checked compression?

Just trying to give some suggestions. I had a no start yrs ago. Volvo tech told me spark, fuel, compression, and spark at the right time. It should start. Mine was a plugged exhaust system...
