MY FOLDING MIDDLE SEAT PULL IS BROKEN .... CABLES WON'T RELEASE LATCHES TO FOLD SEAT ....

    Look at the latch on each side and push the small lower moving part (below the seat pin) down. It will release the seat. You may be able to do it with a finger.

    If you get the urge to remove the back rest from the car to work on it, removal is not easy unless you understand how it is installed. If you need instructions ask, else it may take hours.

    You might be describing the seat back if I understand your post. Once the seat bottom is unlatched and folded up against the backs of the front seats, take a screw driver and use it to prod the latches open on each side of the seat back. This will release the seat back from its latches that the broken handle can no longer do.
