Your car (a 240) does not have the injector relay that interchanges with the fan relay so forget that info. The CPS is very likely, as is the fuel pump relay. It could also be the in-tank hose in that it can break and the pump uptake might be above the fuel level. Filling the tank can rule out that problem. You also need to check that the 25 amp fuel system fuse is good and making good contact in its holder by the battery.
