Hood Latch won't release 200 1989

I have the grill off, and have pulled on the latch where the wire cable is. The latch moves approx 1/2in. The hood starts to disengage but is still hanging up, about half of the male latch is visable through the hole. If I could get it open I could see what it is hanging up on but..... It has nothing to do with the second latch because I can't get it loose from the first latch. Any ideas on where or how to open?

    In my case yesterday, after trying everything I could think of, I looked closely and saw that the hood was misaligned a little. I pried the font of the hood toward center, and it popped loose of the lower latch (which was already all the way open).
