Wagon seat back stuck 700

I just got my new fuel pump today and went out to start the job, but I'm stuck because I can't get to the part of the floor with the access opening. The wagon rear floor cover folds forward in 2 sections, but the third, front, section is fastened to the metal floor. I could see 3 tabs at the front and removed the nuts, but it looks like now I have to lift the front of the front section up to unhook it from some hidden clips, I presume, but the rear seat backs are in the way.

Here is the problem: I can't get the wider section of the seat back to fold down. It's always been tricky and required some wiggling and holding your mouth just so. The last time my son borrowed the car he tried to fold the back down and broke the plastic handle on the back of the seat. I can still slide the handle up and down, but I don't know what it's doing. The latch at the top near the handle is in the locked position, but the seat back is not locked in place. It's the latch down at the bottom on the opposite corner of the seat back that won't release. So, do any of you have a solution, other than cutting the seat back apart to see what's going on?

    The panel has some tabs on the front that you cannot see, This is where the front is held down. The panel is usually stuck to the floor with some foam padding. You will need to lift up on the back where you removed the nuts to break it loose and then it can be pulled back. As you pull up on it you can also be pulling back.
    You actually do not need to have the rear seat folded down to remove the panel to access the plate to get to the fuel pump..

      Okay, I got the panel out. There are 3 tabs at the front held down bu nuts. I had those tabs bent back off the studs so they clear the seat backs.I then pried the panel up on the RH side until it popped loose and saw there was a forward-facing tab underneath that hooked into a bracket on the floor. The tab just got bent out, not broken. So now I knew what I was dealing with, I pried the LH side up until it popped. Ideally, the seat backs should be folded forward and you raise the 3 tabs off the studs and slide the panel forward to unhook it. If I ever manage to fold the seat down, I'll straighten all the tabs and put it back right.

      Now back to the job at hand, the fuel pump.
