You're not saying what the wheels are (sounds like it isn't a Volvo wheel), so make sure of your bolt circle, and also be sure that the wheel is designed to center (fit snugly) on the central hole -- some wheels have oversize center holes, and they're not good for Volvos.
That said, I have Volvo's Hydra wheels, which are 6.5x16 with a 25mm offset (and 205/55 tires, a little tall but that's another story -- I don't care about speedo/odo accuracy because I have a GPS on my dash for that, but I don't like tires that are lower than 0.55 aspect ratio because they're vulnerable to pothole blowouts, IMHO). I don't have any fitment problems, and wouldn't expect you to have any with your 15" wheels despite a 1/4" wider wheel. But with a 7" wheel I wouldn't go to a much wider tire (unless the tire dealer lets you "try on" a tire on your wheels to see if you have clearance before buying all four tires), because you don't want your sidewall to find something to rub against. As long as you keep your tires from being too tall, I wouldn't expect any rubbing against the front positions' lower spring seat either (it's a little close on my 205/55-16's).
The tire size that's best is probably the one that keeps your speedo/odo pretty accurate. Given a 185/70-14 originally (assuming a sedan, not a wagon), which is (2 x 185 x 0.7 + (25.4*14)), or 614.6 mm tall, that means for a 15" wheel that you want a tire section height of 116.8 mm:
For example, 116.8/205 = 0.57, so a 205/55-15 will be 606.5 mm tall, 1.4% off
or 116.8/215 = 0.54, so a 215/55-15 will be 617.5 mm tall, or 0.5% off (but be careful about the aforementioned 215 mm width).
On the other hand, 116.8/195 = 0.60, so a 195/60-15 tire would be 615.0 mm tall, an exact match to the original size (not coincidentally because it's the OEM size for the Turbo Virgo wheel option); and the increased wheel width over the Turbo Virgo wheels gives better tire support, so it will handle better than the original Virgo set up, and no risk of rubbing.
