John Parker - V-Performance/NO Performance 120-130 1962

I'd like to relate a little story about Mr. Parker and my experience with his company. In October of 2011 I contacted him to order a new performance engine and components for my 1962 122S. I ordered a street perfomance engine with a type II head, Dual Mikuni carbs, Clutch with HD disc and OEM 240 style PP, Lightened stock flywheel, T9 Transmission,Modify transmission input shaft sleeve to fit Volvo release bearing, Modified slider yoke, Mechanical Fuel Pump. I also requested the engine be dyno'd and broken in. I paid a deposit and waited.

At the time he said the engine should be ready at the beginning of the year. That date came and went and I was told that there were a couple of engines in front of me and it would be end of February or March until delivery. This went on throughout the summer with various reasons why shipment was delayed. Everything from Hurricane Sandy (which I don't think did much damage to Syracuse) to it will ship next week.

I finally threatened a lawsuit as this was consumer fraud on a federal level. Around Thanksgiving he said all was ready to ship but nothing arrived. Finally in the middle of January 2013 the engine block arrived....no other parts. Today a header arrived. In my mind you need several of the parts ordered in order to dyno an engine. The NY Attorney General's office was contacted with a complaint.

This project was completely paid for in November of 2012 (my mistake). Being 19 months into this and still with no parts to put in a car that has been restored in less than this time frame I am sending out a warning to anyone who is considering doing business with Mr. Parker.

In my experience he is untrustworthy and lies about deliveries and work completed. I would highly suggest that as a consumer DO NOT DO BUSINESS with Vintage Performance Developments.

    He just updated his website with a complaint about the snow that keeps coming in Syracuse (4/13/16) - so he's still doing, or not doing, what he's been doing. Amazing to me that someone hasn't showed up in person and 'explained' the situation to him. Address readily available -- although it appears his shop is likely in his backyard.

      He needs your money to fund his racing in an 1800. Especially after he crashed it a while back. As said I don't know why a debt collecting agency hasn't been called in to recover the funds. He is apparently a lawyer himself but I don't see how he can work at the profession if his "governing body" is aware of his financial goings on. An individual personal visit is not likely to get you anywhere but a group visit of a bunch of 250lb guys might be more persuasive.
      This isn't just a USA problem as he has customers worldwide who are out of pocket.

    Somebody needs to shut this guy down. And there are enough victims of his scams out there that it would not be difficult.

    A group of you should get together with an attorney and talk about filing a criminal complaint with the District Attorney in his city or county. I hear tell that Mr. Parker is an attorney. My response to that is, so what? What he has done is mail fraud, and with the aggregate amount of money involved, is surely a felony. If the DA is not interested, get the postal service involved.

      Looking for other Victims of John Parker 120-130

      I'm replying to this message because I'm looking for other victims in order to take legal actions. I had heard that he takes forever, but always eventually comes through. Instead, he has taken $1500 and delivered nothing in over 4 years. That sounds like theft in my book. Anyone else have a similar story with documentation? I'd like to hear from you so I can take legal action.

    This is an old and very typical story of Parker and his lack of consideration for anyone but himself. I've researched this guy and the complaints abound and they just keep coming. Apparently he talks a good game and continues to suck people in. I've been dealing in the Volvo community for 45 years and have never run across anyone as uncaring and deceitful as he is. The only way he's ever going to be stopped is to do what the poster Oldkeeper is doing. Sue Parker and keep the pressure on him.

        ....let me share my story.......... similar but completed. John who to his credit really does know allot about these cars and has spent time developing products with great success, unfortunately it is all true too that John has limited business skills, lacks consideration and tells stories to assure his customers they will be treated fairly but does the opposite of his telling.
        My story goes a little like this, discovery of parkers web site, WOW nice web site, called parker and spoke about what Im doing and was then sucked in. paid a deposit for a performance motor and type 2 head blah blah blah, same scenario. 2 months I was promised Id have the motor. well, 14 months went by before I saw the product, I also bought the flywheel, T9 adaptor plate etc. In the end I bought the trans direct from his source and have dealt with that person since. the lightened and balanced fly wheel took forever to get here as did the clutch and related parts. Sadly the entire process of dealing with VPD took nearly TWICE as long as it did for me to restore my car in my cramped garage at night sometimes til 2 am but I had a great time. The Motor and VPD had me so bent at one point that I considered selling the project. In the end I had Johns attention because I pulled a stunt few people realize they can do, it worked for me and while it took forever the engine runs quite nicely.
        I did the rest, remilled the adaptor plate to 15/16", sized the input shaft sleeve, refitted the trans mount, had the drive shaft built, had to repaint the motor due to paint peeling off, had to reseal the motor due to leaks all over but thank god the rear and front mains do not leak. I also bought a 123 distributor from Parker, it took a bit to get it. I have an issue with it and raised my concern to him and never heard from him again.
        Im better off and if someone wants to take business away from him it would be like taking candy from a baby.
        By the way Im told John is also an attorney from a reliable source, so beware and pick your battles wisely. John is no dope, just a very bad business man to people who are passionate about what we are doing with these cars.
        I love my car and enjoy driving it but if I had to deal with parker again Id shoot the car and bury it in the back yard, it would be less work and less stress. Good luck and buyers beware.

          So -- What was the stunt you pulled that worked? Maybe it will help someone else. BTW I believe that EVEN Lawyers have some kind of code of ethics. Would an ethics complaint against him bear any fruit?

          99% of the lawyers shed a bad light on the remaining honest ones.
