1993 Volvo 940: Variable RPMs at slow speed or Idle

I have a 1993 Volvo 940 which recently started to exhibit periodic varying RPMs at very slow speeds or at idle. The problem is not present at normal driving speeds. Could this be an early indication of a bad/loose timing belt? Fuel filter problem? Other issue?

Any advice will be greatly appreciated.

    1993 Volvo 940: Variable RPMs at slow speed or Idle

    I always look to clean the throttle body and Idle Control Valve when or before I have surging Idle issues
