Fuel pump (tank) always runs, where to start repair? 200

I have a 1989 Volvo 240 Wagon, automatic transmission.

You can see from the picture of the fuse box, that some electrical modification has been done by a differently gifted individual.

With the ignition switch in the "on" position, engine still, and fuse 4 in place, fuel pump relay in place, both fuel pumps run. The car will start when cranked.

With the igniion switch in the "on" position, engine still, fuse 4 removed, fuel pump relay in place, the MAIN fuel pump does not run, but the TANK fuel pump does run. The car will start and run when cranked in this condition.

Now things get interesting.

With fuses 4 and 6 removed, and the wires to the tank fuel pump disconnected, the main fuel pump does not run with the ingintion on and engine stil. The car will start and run like a normal Volvo if cranked.

So, right now, I have the tank pump disconnected so it will not continue running in the event of an accident. Fuses 4 and 6 are removed. Fuel Pump Relay is in place. The engine will start and run in this condition. (In this configuration, when the engine is off, and the ignition on, I can turn on the main fuel pump by putting in fuse 4).

I have already replaced the fuel pump relay, so I am sure there is nothing wrong with it.

Is any of this normal?

I experienced this same issue. Most likely someone has wired around the computer to make the pumps run because the computer is screwed up. In my case my computer, mounted on the passenger side outer kick panel, was a pink label and I replaced it with a white label and removed
The wiring. That fixed my car and the pumps now run for about 1 sec and then cut off.

What color is the label on your computer?

My son had an 86 240 with this issue. I believe you will find a wire from your computer going to ground, this bypasses some or all of the fuel computer to not require a costly computer replacement. That's what I was told anyway, not sure if this is true, but worth a look.
Good Luck.
Chuck....
