i seriously doubt if you are looking at flood damage. more likely the caulking which seals the headlight to the frame is gone and water has dripped in.

a very common occurrence and easily fixed with silicone after pulling off the cover.

no one would keep this car registered, insured and driving it if it had gone through sandy over a year ago

The headlights look like a person's eyes beginning to well up with tears. Do I see either water behind or a water line on the lenses?

I've had water in headlights before. If you got him down a few hundred bucks you may be looking at a decent deal. Worse case scenario is taking it for a couple of hundred dollars worth of parts then scrapping it for about $350.
