What is that thing attached to the Regina Tank Pump? 700 1991

What is the thing attached to the tank pump? It’s cover is yellow chromed, and has two compartments. One end attaches to the pump, the other to the outlet pipe? What is the function of this device? Can it be bypassed?

I believe it's purpose is to absorb the pump pulsations and smooth the pressure jitters.
