Are the valve stem seals a different size on '74 164e than the '71 B20E stem seals I have in the drawer in my garage ?

Yes, the valve seals are the same.

As a Volvo repair specialist, I really like the fact that Volvo often used the same part on different version of things like the engine.

BTW the valve seals are the same for OHC engines too.

I will use the seals that are in my parts drawer for some years now.

They are a generic item, nearly anything that usses an 8mm stem works. I typically use generic Datsun L20B for a buck each.
