heat isnt stopped when temp valve is in the cold position 900 1993

The heat still comes through regardless of the position the c/h dial is on.
The heater valve is only 2 yrs old.When I have the car running there is no vacuum on the line from the dash to the heater valve.I took it off while running pe any idea what causes that??
