You're seemingly referring to p/n 9142616 used with the B5254FS engine in the FWD 850 and S70. Although I don't see it listed for the S90 on Genuine Volvo North American parts sites, I do see it listed for the S90 on Skandix.de so it may be a market dependent application. I also see a previous discussion here in the RWD forum about someone having one in a later 960 and also being confused,

they mention it should be fully open at a 50 deg F ambient air temp.
The temp isn't overly critical, basically when the engine is fully warmed the flap shoud be fully open except in quite cold weather. A similar thermostat is used in the RWD B230F engines and an easy way to test the operation is with a hair dryer, or if you've got it out for inspection then even running under warm water. Once they start to leak and fail, it's usually pretty obvious.
Many of us prefer to avoid the risk of cooking expensive AMMs when the thermostats fail and either disconnect the preheat hose or secure the flap open (in order to avoid catching the eye of an inspector). The difference in engine warmup time, performance and gas mileage is generally considered negligible except in notably colder climates, even then you'd be hard pressed to notice much difference. The ECU can adjust quite well to the effects of air temperature on combustion with the AMM/MAF, block temp and oxygen sensors.
