How to mount Front bumper License plate *bracket* 700 1990

I've got a 1990 volvo again... road worthy, finally!

Somehow, both of these that I've owned have lost their front license plates by losing the entire mounting bracket before I ever had a chance to look at them.

As far as I can tell, there is supposed to be a carriage bolt holding the bracket to the plastic bumper cover. I don't really want to take the entire bumper cover off just to put the carriage bolts in, especially because the clearance to the aluminum bumper is very small.

I'm thinking that there is probably a square plastic expanding plug that will work instead. I'm not entirely sure what those are called, but the hole is about 9/32 square. Does anyone know what the front license plate bracket is supposed to be mounted with or have a modern substitute?

    The only thing that comes to mind are those plastic anchors that are sold to insert in drilled holes in concrete to accommodate screws. They don't usually do a great job in concrete but they might be fine to hold the license bracket in place.

    You might need to file or sand them down before cutting to the correct length and tapping into place.

    Yes, simply a square plastic nylon expander plug. Available at dealers, likely also in good auto parts stores in the odds and sods blister pack plastic fastener area. Household screw expanders for drywall may not expand close enough to the surface, are round so won't grip as well, also soft poly so can easily tear and may not last. Masonry expanders may be slightly better, but I would only use those if I was being lazy.
