Last time I needed one of those rare heater control bulbs Chapman also came through. We're so lucky. Don't forget they have the three locations for us here and each shop will have their own collection of miscellaneous small bulbs, as often do Volvo dealer shops elsewhere, you just need to take in the old bulb.
Those Volvo p/n's you listed are for the blue bulbs used in the later FWD models. If they fit, great. The tinted lens coating may make them slightly dimmer, which may or may not be noticeable as the heater control panel is already a bit dim.
The clear bulb used in our 940s and late 740s heater control panels is in the Volvo Dealer Parts listings as p/n 353746 and is NLA from Volvo (as mentioned elsewhere here), also listed as discontinued everywhere I could find online looking just now.
I think I may have found an identical 1/4 turn, round based clear bulb available from Toyota as their p/n 84999-10710 (aka. 8499910710). It's listed as 14V .56W and is used in 1997- Lexus for the gear selector. It's still available from Toyota and online. A simlar green capped bulb is used in the Corolla and RAV4 heater control panels.
Interestingly, the Volvo 700/900 Pocket Data Booklet (1991-1997 700/850/900, it can be found online) has a semi-useful page of all the bulbs used, their wattages, socket code and standard bulb number (if there is a common equivalent), but interestingly not the Volvo p/n. In the pictures, bulb #1 appears to be a 1/4 turn bulb base, but in the tables it's the only bulb not described -go figure. There's another 1/4 turn small bulb with a black square base and metals tangs used on top of the ambient temp gauge which is still available from Volvo and aftermarket, but as it's a larger bulb and doesn't fit the heater control panel.
