Heating doesn't work properly 700 1987

I have 740 wagon with over 200K on it. When I drive on highway heating seems to be OK. But in the city first of all I can't get really hot air from the vents even when I push slider to max, and when I stop on traffic lights warm air becomes almost cold. As soon as I start to drive it will warm up again. So now after 30 minutes of driving in the city in cold weather my car doesn't get warm enough inside. Engine temperature is normal, needle is on 12 position. The blower motor is working in all positions and panel shutters, too. I would appreciate your help and experience guys.

Could you possible have a weak water pump, Is this the first year you have noticed the problem? How long has it been doing it. Have you ever replaced th t-stat? Many problems can cause this give us some more details and we will try to help

I own the car for the last three years and I know that previous owner just changed water pump before selling it. I could not find any record about termostat replacement so I will do that first this weekend by myself, maybe it will help.

Sounds like you're low on water. It's possible in a Volvo to have enough water for engine cooling, but not enough to circulate through the Heater core at low RPM.

Coolant level is OK. Do you know what else could be a problem?
