No juice at terminal 11 fuse 300 86

No way can I get test light to light at fuse 11, not with key on, key off, while cranking, This is the fuse for the in tank fuel pump. My car won't start Main pump whirrs like crazy when I jump the relay. Isn't there supposed to be 12 volts at slot 11, Help Please.

    In a 740, the Fuel Injection Relay suppies electricity to fuse 11.
