Hesitation While Crusing 900 1991

when crusing in my 91 940 SE wagon
I get this hesitation sometimes,
to get it to stop I have to drop the pedal all
the way to the Floor to get it to Drop to a lower gear

has anyone had this problem?

    Sorry this is so late, but when was the last time the fuel filter was changed?

    Could be a lot of things, most of which I have no clue about, but the first thing I would try is adding some Iso-Heet to the gas tank to eliminate any water, which sometimes causes a hesitation.
