Any way to determine if that pesky PTC Resistor is operating? Thanks!!

As I understand it, the PTC resistor's function is to control the ColD Start Valve by its input to the ECU. The Cold Start Valve functions at temperatures of approximantely 5º F and below. I don't have a resistance chart for it.
