'89 740 Turbo, Idle adjustment doesn't appear to have any effect 700

Idle is a little low, I tried adjusting the Idle Adjustment Screw but even after several full turns of the screw, the idle seems unaffected. My understanding was that the idle adj. screw worked by adjusting bypass air flow. Is this correct? Any suggestions are appreciated.

Clean the throttle body and idle adjustment ports in it. Then go to the 700/900 FAQ and set the basic idle speed.

You have an idle speed controller. It maintains a constant idle speed regardless of the adjustment. (up to a point) The adjustment is for an initial setting only. See FAQ for instructions
